What it means

Conversion rate is the percentage of total site visitors who complete a target goal, calculated as conversions divided by visitors, multiplied by 100.

The "goal" can be a purchase, a form fill, a phone call, or any action you define as valuable — which is why the number only means something once you’ve defined what counts as a conversion.
